- Deafness affects 3 out of every 1,000 babies. The most common congenital anomaly found in newborns, hearing loss and deafness can be developmentally and educationally handicapping. Oralingua teaches young children from infancy to age 11 to develop good listening skills that lead to the development of verbal language without using sign language. This innovative program has been in Uptown Whittier almost 40 years and continues to help children realize their full potential. Oralingua School is a nonprofit 501(c) 3 organization.
